Biography

Lucilia Santos has been a proud resident of the Plateau since childhood. She attended both elementary and high school in the District of Jeanne-Mance and continues to live in the neighborhood with her family. A lawyer specializing in family law, she runs her own practice, offering her clients dedication, rigor, and a conciliatory approach, always rooted in compassion.

Alongside a dynamic team, Lucilia is committed to making life in the District of Jeanne-Mance safer, cleaner, and more dignified, ensuring that residents can thrive in a community they are proud to call home—now and for the future. Her political commitment stems from deep-rooted values of social justice and advocacy that have guided her since a young age.

With over 20 years of community involvement—ranging from civic participation to youth education initiatives—Lucilia combines her professional expertise with a strong dedication to the needs of the community. Inspired by her parents, who embodied the true spirit of neighborhood solidarity and mutual support, she has actively contributed to numerous cultural and educational projects, including the Carrefour des jeunes lusophones du Québec, promoting education and preventing school dropout, and organizing Portugal Day from 2007 to 2010.

An engaged and politically aware leader, Lucilia chaired the Provincial Commission on Cultural Communities from 2007 to 2012 and now seeks to bring the voices of Jeanne-Mance residents to the City of Montreal. She is determined to represent them with integrity, passion, and a strong commitment to preserving and enhancing the quality of life in the district.

Warm, dedicated, and solutions-oriented, Lucilia prioritizes cleanliness and sanitation in streets, alleys, and sidewalks, public safety, and stronger municipal support to foster a sense of community and mutual support for both young people and seniors.

LE PLATEAU MONT-ROYAL

BOROUGH

  • Invest in peaceful and healthy environments that are well-managed, clean, green, and sustainable.
  • Restore and maintain our sidewalks, bike paths, and streets.
  • Plan coherent mobility for all, adapted during construction, and designed with the community.
  • Re-establish the dialogue between cultural institutions and residents to maintain the neighborhood’s vitality.
  • Create an artistic landscaped trail, the “Grande boucle du Plateau,” to connect the neighborhood.

MILE-END DISTRICT

  • Prevent the abandonment and degradation of unoccupied buildings in specific areas.
  • Preserve the cultural and artistic identity that makes Mile-End one-of-a-kind.
  • Review the access given for riverside buildings along Saint-Urbain Street.
  • Work to optimize safety and traffic flow on Parc Avenue.

JEANNE-MANCE DISTRICT

  • Strengthen housing cooperatives and non-profit organizations through a sustainable renovation program.
  • Address homelessness with dignity for all by supporting organizations and deploying specialized teams to intervene in parks and alleys
  • Oversee safety and cleanliness in collaboration with residents and businesses.

DE LORIMIER DISTRICT

  • Develop a linear park and integrated public market in the surrounding area of Baldwin park. 
  • Build more affordable housing and take concrete action to address homelessness.
  • Support cultural programming that reflects the unique identity of each neighborhood.
