In these circumstances, the water tax should never have been increased in the 2018 budget, and the increase in taxes on non-residential buildings should have been limited to 0.9%, as in 2016 and 2017, instead of stunning Montr\u00e9al merchants with an increase of 3%,\u201d said Mr. Perez.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>A $358M \u201chole\u201d, really?<\/strong>                                                                                                                                            Remember that only a few days after the elections, the new mayor accused the previous administration of having squandered Montrealers\u2019 money by creating a $358M \u201chole\u201d in public finances.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>\u201cThis is not what I hoped to discover on becoming head of the City of Montr\u00e9al. A $358 million hole, that\u2019s enormous. It\u2019s tough way to begin a mandate.\u201d&nbsp;\u201d<\/em>&nbsp;&#8211; Val\u00e9rie Plante (<em>Le Devoir<\/em>, November 10, 2017)<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Leader of the Official Opposition is wondering today how this hypothetical \u201chole\u201d of $358M miraculously transformed into a surplus of $139.5M, a gap of almost half a billion dollars. \u201cEither these people were brazenly lying, or they\u2019re incompetent and they don\u2019t know what they\u2019re talking about.
