Soraya Martinez Ferrada Wants to End the Chaos of Montréal’s Construction Coordination

Montreal, September 2, 2025 – The mayoral candidate for the metropolis and leader of Ensemble Montréal, Soraya Martinez Ferrada, is proposing a series of concrete measures to better coordinate construction sites and limit their impact on Montrealers. 

While motorists lose an average of 57 hours in traffic each year in greater Montreal and the congestion bill could cost up to $10 billion by 2030, Soraya Martinez Ferrada promises to tackle the problem head-on to, among other things, improve mobility for all types of transportation and restore the image of the metropolis, which is portrayed as one with endless construction sites.

Our Objective: A Seamless City

Currently, each project manager works in isolation, multiplying worksites in the same sector and blocking off streets in parallel, as is the case in Old Montréal, for example.

An administration led by Soraya Martinez Ferrada would implement a series of measures to improve coordination, including:

  • Producing a complete inventory of all worksites within the first 100 days of the mandate, including those managed by boroughs and partners, to identify conflicts and optimize coordination;
  • Prohibiting excavation of the same street segment more than once every five years, except in emergencies. Otherwise, the costs of restoration will be charged to the responsible contractor;
  • Leveraging university research centers and the business community to make Ville-Marie a laboratory for innovative solutions to construction management challenges;
  • Providing real-time information to residents and business owners on the impacts of major worksites, while making QR codes mandatory on all signage to identify the responsible contractor;
  • Requiring the use of quality materials adapted to Montréal’s climate to reduce the repetition of work on the same roadway.
